The humble Petition of the Undersigned
Ser Anglo-Chinese residents of Hong Kong respectfully sheweth:-
1. That your Petitioners are all Anglo-Chinese born and resident in the Colony of Hong Kong. That a large number of them are doing more or less extensive business in the said Colony as merchants on their own account or as agents for their principals. That others of your Petitioners are Compradores in important and leading Firms of British and foreign Merchants also carrying on business in the Colony; while the rest of your Petitioners not belonging to the classes just mentioned are employed in subordinate, yet in many cases responsible, positions as Clerks or Assistants in banking institutions, and mercantile and other firms doing business in Hong Kong.
2. That by reason of the position and employment of your Petitioners in the various capacities above mentioned, and at times for pleasure, they are required to pay visits to and not infrequently to make prolonged stays in, the various Treaty Ports of China where the British Government is represented by Consular Officers.
3. That upon such and similar occasions, it is necessary that the rights and privileges as British subjects of your Petitioners should be asserted, either for their own personal protection or in the interests of the business which has been the immediate purport of the visit to one or other of the Open Ports of China.
4. That it is perfectly evident that, according to the maxims of modern International Law, your Petitioners, being born in a British Colony (such as Hong Kong) are ipso facto entitled to the rights and privileges of British subjects. These rights and privileges have never been disputed by the Hong Kong Government and whenever satisfactory evidence can be given, that
